A window cleaner picking up snippets of conversation in a hotel room in Mawitaan about an imminent terrorist attack on a high-level target manages to escape to Diana Palmer's U.N. office nearby to tell his story, but the dangerous killers are not far behind.

A concerned Diana alerts the U.N. and also the Phantom, who immediately leaves for Mawitaan just in time to see Diana's office go up in flames. With very little to go on and even less time to avoid a tragedy, the Phantom flies post haste to the only clue obtained from the plotters: Baltimore
