Continuing his stay at the Palmers' (see D096 The Satchel), the Phantom is puzzled by news about ever greater robberies being committed by disciplined and well-equipped youth gangs. It seems like somebody is training young delinquents to become a professional crime force.

With the police unwilling to listen to his theories, the Phantom starts working the streets himself in an effort to gain information. But time is scarce: The gang's last big heist is imminent, after which the brains behind the Crime School plan to vanish forever...
