Meeting Police Chief Ernesto Salinas in the unstable South American city of Cuidad Jardin, the Phantom is one evening introduced to a local wrestling bout sporting two anonymous masked contenders.

Invited backstage, the Phantom learns that one of the combatants is no other than Chief Ernesto himself and that the winner of the ring fight determines if a crime can be committed in the city or not.

This system of "Lucha Libre' has apparently served the city well, but it is just about to go horribly wrong...
