The story:
A few miles outside the coast of Bengali lies the worthless and barren Isle of Dogs, unclaimed by anybody. However, a deadly electric fence is suddenly erected around the island and a group of Llongo warriors are met with fatal artillery fire on approach.
In this story, which is advised by the events surrounding the Cuban missile crisis during the same period, the Phantom follows a number of clues and indicators that culminate in a covert landing on the island and an unsettling discovery...
