Ten recruits selected to join the Jungle Patrol are anually submitted to the secret Commander (the Phantom) for approval, but this year only nine names are returned. The Commander holds on to the name of Spike Zokko as a look in the chronicles reveals that another man with that name killed a patrolman 20 years ago before being caught by the Phantom's father.

The mystery deepens when a bullet from Patrolman Zokko seriously injures a colleague during a bank robbery. With the secret Commander and Colonel Worobu in two minds about Patrolman Zokko's true intentions, the Phantom decides to evaluate the new recruit face to face in the jungle...
