The story:
The Phantom is on his way home on board the blackened-out cargo ship SS Harvey in wartime when pirates, aided by the beautiful but duplicitous Suzie, take over the ship and sails it to a nearby tropical port, where the ship is altered and incorporated into the local Governor's private fleet.
Having followed the pirates as a stowaway onboard the captured ship, the Phantom must lure Suzie from the Governor's residence and overcome many deadly obstacles on his way to the capital in order to reveal the real identity of the "General' who has plundered 13 ships in the region.
