After a few days' relaxation in the jungle with his young family (see D147 The Phantom's Vacation), the Phantom follows up an earlier case (see D145 Gooroo's Jungle Muggers), but is told that Gooroo's entire mob is out on probation and back in business.

An enraged Phantom decides to go to Mawitaan once again, this time to follow a trail of corruption that leads to an influential figure controlling all the right levers at the highest level...
