Mawitaan is hit by a ferocious crime wave when five banks are robbed one night and six jewellery stores the next. The authorities are powerless to act as the suspected band hides onboard the yacht S.S. Blitz just outside the 50-mile limit in international waters.

President Luaga asks the Phantom to infiltrate the yacht, but the latter has very little time to turn this plan into action as the gang is just about to target the massive Mawitaan treasury...
