Arriving at her U.N. Bangalla office, Diana is met by a weak and desperate man detailing excessive human rights violations taking place in his home country. Before the man dies, he produces a document detailing the violations at the hands of the country's dictatorial ruler General Kon.

Diana is subsequently contacted by Ughland's Bangalla ambassador, who offers her a bribe to keep quiet. When that fails, the Ughland operatives resort to more hands-on measures, resulting in Diana's husband finding her bombed-out car wreck on the Phantom Trail...
