A band of outlaws seeking a safe haven from the town law enter the jungle and start terrorising the local population. Their first target is the local mission school, which they rob, loot and burn down in order to spread fear amongst the surrounding tribes.

The Phantom is soon alerted, but arrives too late to prevent an equally brutal operation at a jungle trading post. Finally catching up with the gang near their river boat base, the Phantom assumes the identity of one of their men and makes his way onboard, but the odds seem insurmountable...
