A ship heading for a penal colony to deliver hundreds of prisoners hits bad weather and sinks outside Bengali's coast. Deciding against returning to the civilisation and facing prison yet again, the survivors remain in the wild where they survive by terrorising and extorting local villages.

Stumbling over another lucrative source of illegal revenue, the band kidnaps a professor and his daughter with a view to obtaining a ransom. But the crime has already been discovered by the Phantom, who does not lose any time saving the professor's daughter, but walks straight into a trap when returning to save Devil from a gruesome death...
