The dangerous convict Trader Joe escapes from prison and flees into the jungle, where he stumbles over the Phantom's outfit as the latter is taking a dip in a river. Dressed as the jungle ruler, Trader Joe soon begins to demand tributes from the jungle villages and spread mayhem with his unpredictable behaviour.

Meanwhile, the Phantom, who is now disguised as an Arab, tries to pick up the trail of the ex-convict but is faced with a crisis when the jungle tribes sound the war drums after the Phantom's peace breaks down. Can the real Phantom at least convince the Bandar of his identity without showing them his face?...
