A band of air pirates is downing and robbing clippers in operations reminiscent of the daring and spectacular raids undertaken by an all-female band a few years previously (see D002 The Sky Band).

Being particularly well equipped to deal with a potential new threat from the same source (this time in the guise of a special government adviser on a vital war mission), the Phantom soon traces the band to their concealed underground caves in a small island lagoon and comes face to face with the new outfit.

The plot deepens further when a mysterious enemy submarine arrives to pick up the 'adviser'...
