The story:
As the India Voyager II leaves New York harbour and sets course for Africa (see D229 Terror Cells in New York), The Phantom is convinced that his arch-enemy and Diana's slayer Chatu is responsible for a recent nightly call to Lily Palmer and that his children are now at risk.

Following a tenuous clue to fascist Rhodia nevertheless, the Phantom and Savarra are soon overwhelmed by heavy security and have to fight their way through enemy lines - towards the fulfilment of a hopeless dream or yet another cruel illusion?...
