The story:
Leaving Savarra's India Voyager II by way of helicopter (see D228 The Phantom at Sea), The Phantom makes a momentous decision to travel to New York for his first meeting with Diana's mother Lily and Uncle Dave since Diana's death (see D227 Revenge of the Python).

Deciding to remain in the Big Apple to infiltrate and overcome terrorist sleeper cells, the Phantom enlists the help of former intelligence operative Dave Palmer to gain data and bypass the authorities before setting out on a remorseless hunt for the category of killer he blames for his wife's demise...
