The story:
The jungle is hit by an epidemic, but the tribes are refusing medical aid from the authorities. After a dumbfounded President Luaga turns to the Phantom for help, it soon becomes clear that the blockade has been ordered by the powerful but backward witchmen and their feared leader Hoogan.

Luaga orders Hoogan's arrest, but the furious witchman replies with a threat to kill Luaga with voodoo. Laughing this off, Luaga gladly accepts the challenge, but as the tom-tom drums announce the Phantom's death in a dramatic encounter on Witchman's Peak and the President falls violently ill, the jungle braces itself for troubled times ahead...
