The story:
Lamanda Luaga, recently elected Bengali's first President (see D085 The Mysterious Ambassador), has received distressing news from the States: his son Lon, working as a code clerk in a U.N. embassy, has disappeared after being accused of stealing secret codes from a safe.

Agreeing to travel to the States as the President's emissary, the Phantom covertly utilises Diana's U.N. contacts to uncover a plot involving big money from a foreign power, Luaga's defeated opponent, and two young lovers desperate to evade their fathers' eternal power struggle...
